Bernard has spent most of his career in local government. He has just retired from Bolton Metropolitan Borough Council where he was Chief Executive from 1997. He was Chief Executive of West Lancashire Council from1990 to 1997.
He has been a non-executive director of a Training and Enterprise Council and Business Link, and a Governor of a Further Education College and Secondary School. He is currently a Board Member and Trustee of the Halle Concerts Society.
