Critically assess current methods to drive improvement
The Commissioners will be developing further their role as a regulator to enhance the principle of appointment on merit on the basis of fair and open competition.
They will review the Recruitment Code to ensure it is clear. Similarly, they will review and, if necessary, revise their Guidance on Senior Recruitment. The Commissioners will also consider, in conjunction with the Cabinet Office's Corporate Development Group, the publication of a best-practice recruitment guide.
The Commissioners will be reviewing the compliance monitoring scheme established in 2005 to ensure that it is robust enough to meet the requirements of the Civil Service Order in Council.
They will also be comparing experience with similar regulatory bodies in the UK and other countries to ensure that they are up-to-date with best practice.
Grow their analytical capability
The Commissioners will take advantage of their unique position as a body with a view across the Civil Service by more rigorously collecting information on the impact of external recruitment on merit. This will cover issues such as diversity and salary level, and it will assist us in our regulatory role to ensure that competitions are open and fair and appointments are based on merit.
They will also monitor search consultants' effectiveness in contributing to selection on merit in open competitions to ensure that departments – and taxpayers – are receiving full value.
Consider complementary additions to their role
At the invitation of the Government or individual departments, the Commissioners will consider taking on other activities that are in line with the Commissioners' regulatory role. They will also consider any recommendations made by the Public Administration Select Committee.
